three encoders read the claim in parallel — a siglip-2 vision tower on the damage photos, a text encoder on the adjuster notes, and a tabular head on the structured fields. cross-attention lets each modality interrogate the others before a verdict is proposed.
the score is never the point. a shap layer decomposes every flag into the features that moved it, and a mistral pass turns that vector into a paragraph a human reviewer can argue with. explanation over authority.
